ATTENTION VENDORS:

CONFLICT OF INTEREST (HB 914): Conflict of Interest (HB 914) is the bill enacted disclosure requirement that applies to certain school district officials and their family members who have received gifts from vendors.  Please refer to Chapter 176, Local Government Code for more information.  Visit Texas Ethic Commission for both Conflict of Interest and Conflict of Interest Questionnaire forms.
 
DISCLOSURE OF INTERESTED PARTIES (HB 1295): Business entities are required to comply with House Bill 1295, which amended the  Texas Government Code by adding Section 2252.908, Disclosure of Interested Parties. Section 2252.908 prohibits business entities from entering into a contract resulting from a request for bid/proposals unless the business entity submits a Disclosure of Interested Parties (Form 1295) to the school district at the time business entity submits the signed contract. Visit Texas Ethic Commission for additional information on filing a Form 1295.

REGIONAL PURCHASING COOPERATIVE 

The Service Center and/or the Cooperative will consider the following factors in determining whom to award a contract: costs; reputation of vendor and vendor's goods and services; quality of vendor's goods or services; extent to which goods or services meet Service Center's and/or the Cooperative's needs; vendor's past relationship with the Service Center and/or the Cooperative; impact on ability of the Service Center and/or the Cooperative to comply with laws and rules relating to historically underutilized businesses; long term cost to the Service Center and/or the Cooperative to acquire vendor's goods or services; and any other relevant factor specifically listed in the request for proposals.  

The Service Center and/or the Cooperative reserves the right to reject any and/or all proposals and to accept any proposal deemed by the Service Center and/or the Cooperative as being most beneficial to the Service Center and/or the Cooperative, and to waive all formalities in requesting proposals.
